Mashup of Lightning Elemental and Goblin Shortcutter.

That has only one really possible combination. It turns out like Fervent Cathar but one bigger. I made it double-{r} because haste+evasion is a bit more powerful on the larger creature.

Not sure about rarity.

I reckon common is fine for this. Markov Warlord is the uncommon version.
