I remember us having a discussion about it (in which you wanted to add a cost) and that we voted to keep it as is. Maybe we can have that discussion again, but personally I don't think it needs it.
I don't remember the vote but if thats what the group decided we can keep it as it is. I just think that it's sort of like the two Bigshots as it deviates from the "normal" template for Spellslingers.
Should the Steampowered part be Forked Bolt? that would seem to fit with the name. Shooting two guys with one bullet is pretty impressive.

Well how about we just leave it. Turning every artifact into a 2 for 1 is very strong, it just occurred to me this thing is gonna be in limited.
