They will be, at the beginning of your upkeep pay X or sacrifice ~ instead.
Ooh. So... normally, you won't be able to use them as lands (because they'll be tapping to pay for their own upkeep). But if I land Shrine of Hazed Ruins on turn 1, this on turn 2, another Shrine of Hazed Ruins on turn 3 and another of this on turn 4, I probably don't care that I can't play any spells; I'm hitting you for 4 unblockable a turn and killing any X/2 you cast for free.
Again - this is swamp+upside; so probably needs a downside of some kind. Steal one life a turn is a nice effect, about the right strength, not flashy but likely to turn a couple of games. I think that is about right for a land power. (Was 'when it untaps, target creature gets -1/-1 UEOT)
