Hmm. Might be simpler to word as something like "Discard an instant or sorcery, cast an instant or sorcery from your graveyard of CMC X"? Or maybe not.

Seems pretty niche; brings back memories of fork only not really. I think I like it, but probably wouldn't use it. And I always approve of coloured artifacts.
