Oooh. That's interesting. Very very nice to cast turn 3, before you play a land; very nice to play if you need mana filtering, if you've manipulated your deck - or just as a desperation card filtering randomly.

Feels very red. Possibly slightly too good; though it's hard to guard what the casting cost should be for this effect.

Yeah, I get the feeling that this mechanic is going to be hard to balance. I may only let it Skim 1, but i really liked the 2/2/2 thing going on here.
