well kinda the reverse this has a restriction on what it CAN block whereas the scout puts restrictions on what can block IT

Well yeah - treetop scout can block non flyers and can be blocked by flyers. This can... block non-flyers and can be blocked by flyers.

So it's a different wording with a different feel; for an identical result.

Funny. Blue often has the opposite restriction ("can only block creatures with flying", as seen on Cloud Spirit).

Yeah that was the idea behind this - take something normal for blue and turn it kinda upside down.
