Interesting card. It's almost like Force of Will, except without a normal mana cost and greater restrictions. It may actually be fair.

BTW, you can't really target in a cost, so I think this should say "As an additional cost to cast Phyrexia's Will, exile a blue card from your hand. // If the exiled card has a higher converted mana cost than target spell, counter that spell."

Take a page from Disrupting Shoal here.
