Niiiice :) Exciting, powerful, and yet probably not overpowered. +3 may be a little much, but you're right that "Draw a card" can be a + ability on a 6-mana gold PW.
Yeah, I looked to Nicol Bolas and Karn as examples of what big planeswalkers can get away with having on their + abilities. I think the costs are about right, would need to playtest to make sure.
