From my understanding, there may be annoying timing issues with the second ability, but that is due to ward's mechanics when an additional instance of ward is given. So yes, the opponent can give the target ward again causing you to either need to pay this new ward cost is not you creating a Treasure- unless you've got an instant you can play (after the new ward resolves). Max those instants to get two treasures from probably hypothetical instant speed ward additions.
