  Blue can have costs reduced which was the inspiration. For a common one-drop, I didn't think a static ability for reduction fit. What would you suggest?

  Intentionally no "enchant creature"?

  This could enchant an opponent's creature so you get Treasures out of being hit in the face. WotC avoids this kind of Aura intentionally.

  You could choose "enchant creature you control".

  You didn't quite manage to type out "up to one". So that's where the issues with this wording start.

  You could easily riff on Gruesome Menagerie's wording:

  • "When this creature enters, choose a creature card with mana value 1 in your graveyard, then do the same for creature cards with mana value 2 and 3. Return those cards to your hand."

  Is Arrow of Justice better and this subsequently worse? That is a different question.
  

  Arrow of Justice is an instant which is better, but has two white mana in its cost. Additionally, Arrow of Justice has a more limited scope, being only able to hit attacking creatures. Droning Follow-Through can hit any tapped creature, even though it can only be used at sorcery speed.
  

  I'll admit that Arrow of Justice was designed to be the more versatile of two where I probably intended Droning Follow Through to be played more with other cards in the doom metal faction.
