Most zombie films and shows I've seen are very authoritarian, with the leader being the unquestionable, undeniable "right." Those who disagree or break the rules of the leader often die or face some other punishment.
The two exceptions of Shaun of the Dead, where the leader is a nincompoop whose role isn't especially in control or correct and 28 Days Later, where the authoritarian aspect was made into villains.
Some media, such as The Walking Dead, may have the leader be pitted against a clearly worse/evil authoritarian, but that does not undo the authoritarian aspects of the survivors' leader.
