I think white can just do that without the drawback. At least make this cost 1W
A quick Gatherer search said... Maybe, but not at common?
Most white commons that destroy an artifact OR enchantment have to sacrifice themselves to do so. The closest comparisons to this at White common seem to be Kor Sanctifiers and Rambunctious Mutt.
