Inspired by a challenge for https://inventors-fair.tumblr.com/ but I didn't quite finish it there.

I immediately fell in love with the idea of an inconsistent little dragon, and artifacts were the obvious dragon-bait. But I wanted to balance it so that it was inconsistent but you didn't feel cheated either way round, and I'm not sure that was possible.
