WotC is moving towards "first strike on your turn," especially for cards like this that otherwise encourage turtling
I hadn't noticed — frankly I haven't been paying much attention to Magic for a few years, at least.
That said, the turtling is intentional. Do you think that's a poor choice?
On a common? I'd call it a poor choice.
Even on an uncommon this particular combination of abilities reminds me of Ranger en-Vec's problem: The redundancy between the two abilities is unappealing, too.
I don't think, having this redundancy warrants bringing in a tertiary keyword ability.
