Yeah. I intenionally made this a creature in hopes that it'd be easier to remove than an enchantment.

Yeah, this is more white than blue. And it's not really up to the controller what CMCs get banned, unless you manage to both look at their hand and also repeatedly frobble the top card of your library. Which is doable, but not easy.
Was "At the beginning of your upkeep, exile the top card of your library. Players can't cast spells that have the same CMC as a card exiled by ~." Now a new card. This is still inspired by the Voynich Manuscript.
