Made for a custom card design challenge: "Design a one-or-two colored Commander (legendary creature or planeswalker) that is built around a specific theme. The themes should be in those colors, and preferably, there shouldn’t be a legendary creature who already cares about that."

Blue-Green Flash is an established archetype that a lot of people enjoy playing, but there's no commander for a Brawl/EDH deck on that theme.

This card loves having a Wavebreak Hippocamp out, and plays very nicely with Yeva, Nature's Herald, Vivien, Champion of the Wilds and of course Leyline of Anticipation. But it's intended to have a few brewing directions: there's various points on the spectrum of go-wide cheap creatures with inherent flash through a larger proportion of fatties to protect, or you could alternatively take a mostly-creatureless flash direction.
