I'm surprised how cheap similar effects are. I think it should have a small cost to activate, maybe {1}, but overall it seems fine. I expected P/T-reducing effects to be more expensive.

Are you sure this is okay? The closest comparison I can think of is Gnarled Effigy, which was meant to be {3}/{3} to mirror Dragon Blood, but they found they had to put the costs up. Torture is costed similar to this but only hits one creature per copy of the card. I don't think there's been repeatable accumulating kill like this at common for a long time.
