That seems more like something I'd expect to see on a rare or mythic rare called Vengeful Pharao.
This is awesome, but I agree with Secret on it's rarity.
Also, wouldn't be bad if this was slightly larger, so it could feasibly survive a combat. Honestly, this shuts down the game pretty hard, but not in an awful way... so it should probably be a legend TBH, because having four ofthese on the field is more like a 'No attacking or you lose the game' for your opponents. Especially if you have dmg prevention and they don't have 'target creature cannot block this turn' on most the cards in their deck.
The name is cool, but a bit lackluster for a rare/mythic (which this should be)
Also, the cost is nutty small, imo. Should be at least 3 or 4 CMC, since playing this early game is way too good of a stall, and the potential mana screw is bah-roken (i'd say nearly as broken as keeping a hand of zero lands).
Moved up to rare.
The cost and size are based on High Priest of Penance, which was the primary inspiration for this card. That's why it doesn't cost more. The fact that it can't easily survive combat, Froggy, is what's intended to balance it.
