Any player may activate activated abilities of permanents enchanted player controls that aren’t mana abilities.
Songs, Cupcake Fountain Expedition, Seal of Failure, Canterlot Banner/Crystal Prep Banner, and any Food, Clue or Treasure tokens: Aren't affected since only a permanent's controller may sacrifice it. (Treasure tokens' abilities are mana abilities as well.) Piecake Eating doesn't work either... anyone can activate the ability, but it won't do anything unless the controller does it.
Scion of the Sun: Sure: if the Scion's controller passes priority with counters on the Scion, anyone with available can fling the counter onto their own choice.
Traffic Conductor: Sure. Whoever has a Song with a verse counter on it can activate the Controller, with active player getting first dibs.
Decorated Detector: Definitely. Whoever pays the first is the one who gets to scry, and also who gets the Treasure if applicable.
All of which adds up to... it's pretty unlikely to do anything in limited or constructed. It's an OK counter to Telekinetic Arrester, Professional Welder and Can of Sprinkles, but... I fear it doesn't really do much in the set.
