So... does Flaring Temper end up doing 2 damage to target creature or player?
Yes. But it also turbocharges your Grapeshot and Pyroclasm.
Probably easier to do it as "Flaring Temper deals 2 damage to target creature or player. Until end of turn, if a spell or ability you control would deal damage, it deals that much damage plus one instead". Gets rid of the ambiguity.
"Then, until end of turn" is better.

It's possible, though, that this card should just do something else than deal damage for it's rider, in order to stop the questions from coming back to the designer. Maybe increase its casting cost, then have it add
