Should this be restricted to exile only opponents' permanents?

I don't see why it hitting your own stuff would be a real problem. In order to get massive numbers off of it you'd need to cheat something big onto the field and if you're doing that anyway exiling it with this is probably less busted than the big thing you're cheating in, Scornful Egotist aside.

How about playing this as removal of your opponent's only creature and them sacrificing it in reaction to force you to target your own creature? ETB effects have to take into account the delay between casting the spell and choosing targets.

The same reason Baffling End, Banishing Priest, Bishop of Binding and many others employ this wording. As a designer, if you want something used as removal, you make certain it does remove the things that you want removed and doesn't inadvertently screw over the user.

Shorthand for "enters the battlefield" analogue to "dies" for "is put into the graveyard".

Looking at power boosts from Equipment starting at values this reasonably will reach (X at 4 or greater) I also suggest this is rare material. Even before calculating in that this is a 2-for-1 Oblivion Ring and doesn't hit just creatures.

@Adak: Sorry, I've gotten into the habit of that shorthand in my own card sets, since it's so much shorter. SecretInfiltrator is correct as to what it means.

@SecretInfiltrator: I suppose this might be rare? It's hard to say. This effect is almost always common or uncommon unless it has the potential to remove multiple permanents, but this does more than just exist like most of them.
