Yeah this card is broken, I thought so when I first saw it.
Definitely would put 'that isn't a mana ability' in there. You might also want to put in a payment for each time you copy it.
Something like, "then, you may pay
to draw X cards, where X is the number of creatures you have tapped to activate a non-mana ability this turn."
Besides power level, which I think you've said you don't know much about, it's a pretty neat card... Definitely could see play in both construct and wizard decks (it's two types) among others.. But it would absolutely break the game in mana dork decks, which is why I suggest changing it.
You know, being 5 mana might be drawback enough. Compare to camaraderie. Costs 1 less mana and is repeatable but your creatures need to be tapped AND tapped as part of a cost, not to mention it is vulnerable to artifact and creature removal.
If this was just, "3U, Tap: Draw for each tapped creature you got", it'd probably be okay.
This wording makes the ability WAY simpler and also, a single vehicle on your board means that they can tap their guys to crew over and over again and draw cards for all of their creatures anyway, through the "as part of an ability" clause.
