Concept: A somewhat dystopian sci-fi inspired plane where the population has been altered to subsist on electricity (energy) and vitamin supplements rather than caloric sustenance. Both of these are strictly controlled.

Possible Mechanics: {e}, {q}, -1/-1 counters, worker placement (as seen on Greenhouse), investigate

The main reason cards put counters of a type already there on permanents/players is to reduce complexity by not allowing you to throe around loyalty counters on creatures and -1/-1 counters on manlands willy-nilly.

This doesn't serve that purpose well.

Even seeing the proposed mechanic list next to the creative theme I don't get a feeling of a cohesive whole as much as thrown-together disparate ideas.

It was just a brainstorm. I'm not surprised you feel that way.

I don't think I'd use a counter manipulation mechanic in one set together with noncounter workers.

Fair enough. I think that the final incarnation won't include Workers as a separate entity, though.
