For black fortifications to make sense while playtesting, we need some fortifications. Link mentioned that there isn't any reason why Aer wouldn't have fortifications, too, so this is flavored mildly to belong to Aer. That seems considerably better than Darksteel Garrison, but I don't know many people who actually played the Garrison.
Made uncommon, because mucking up combat has been pushed there in the past 3 or so years.
