Granting flash to creatures in your hand is rather tricky. See how Teferi, Mage of Zhalfir did it. I do like haste+flash, as on the strange old card Raging Kavu. I think the {r} {r} ability is interesting and unique enough that you don't need the less-interesting {b} {b} version; you could perhaps lose that and change the cost of the flash-and-haste granting ability to be {b} {r} instead. (You also don't need permission to activate abilities at instant speed, as that applies by default to all activated abilities unless they say otherwise.)
