Hee. It's Seal of Strength, but much much bigger :) Could probably cost a little bit less (compare Eldrazi Conscription).

For the CC, how low can I go? Right now, I've got it at 5GG, as you can see, but too high? Too low? Or?

Also, would it have to be a UEOT thing? Or could it legitimately work from the graveyard? Thoughts?

7 mana is probably about right. Note that Might of Oaks is a temporary +7/+7 for 4 mana.

It should definitely be UEOT. If you wanted it to be a permanent thing, it should either be an Aura like Eldrazi Conscription, or put +1/+1 counters on like Soul's Might.
