Too good for common? Probably. I have such difficulty designing commons.
Oo. It's probably at least playable, which is a bit more than most pure mill / fateseal sorceries manage in Limited. It's probably not quite at the irritation level of Plow Under, but heading in that direction, which probably does mean it should be uncommon. Unfortunate, because in mechanical simplicity it's fine for common.
That one bugged me too. I think if it was only one card, it might be fine for common, though. Akin in annoyance to Fatigue.
I changed the amount of turns you set an opponent back from 2 to 1. Sorry about manhandling your card, Link!

I agree this is probably fine at common; it is indeed basically Fatigue + Tome Scour. I think it'd read more cleanly saying "Put one card back on top of his or her library, and the rest into his or her graveyard."
Makes sense. Edited. Don't forget that this card also says "Index for 8, then mill yourself 7." If I'm being pummeled by a flyer, say, I'm targeting myself with this thing. Pretty versatile card, but definitely in common zone, and seems fine for mana cost.

Huh. For the record, this is one of my favorite cards of the set. I can accept that this card requires a certain mindset, however. Very Spike.
It seems to me from what people have said, mill cards definitely have a home -- in 8+ (preferably 15?) person booster draft, if there are even a comparatively small number of mill cards, it may be possible to draft a mill deck with lots of each of them (because no-one else wants them, so you can get all of the ones at the table). And some people (both pros and amateurs) really enjoy this.
However, I've never been in that situation, so to me, mill cards have been almost always completely useless (unless I'm making a dedicated mill deck in a non-sanctioned format). And I think the same applies to most other players, even good and experienced ones?

So, um, I'm not sure. If we keep it, perhaps it should be rewritten so it's more blatant that you can (probably should) target yourself? Maybe add "draw a card" but let you put two cards on top of the library?
Curiously, qqzm is amongst the Spikiest of the players I know. He just doesn't think this is very good. But as I say, I disagree. It was hard to tell last night because the blue deck was so aggressive (and had good counterspells) it didn't really want to take time out to do a little sorcery-speed deck manipulation.
