Strictly better than both Vigilance and Holy Strength. Neither of them are exactly powerhouses, but the standard for a white aura that gives +1/+2 and "something" is 1W.
Could scrycling just be templated in reminder text as "(1, Discard this card: Scry 3)"? ...Ah, heh, except you'd then want reminder text inside the reminder text, and only Rocket-Powered Turbo Slug does that... :)
Hm. I didn't actually know what the "vanilla" cost for this effect is until I went and looked it up. Glorious Charge seems to be the baseline, so this is costed fine.
While true, I've always counted Vigilance as quite a weak ability. Consider the smorgasboard on Triclopean Sight for 1W common.
