Sweet. I tend to not look at similar cards when top-down designing. It's pretty sweet when they work.
Crimson Mage or Whip Sergeant, but 1 more power and harder to cast? Seems fair.
Nekrataal or Shriekmaw, but replacing fear or first strike with just being fat. Probably okay.

I changed my mind as well, given Gather specimens and given that you'll be able to see the creature's on your side of the battlefield, the memory issues probably don't matter. I vote sorcery.

What if I also made the destroy ability: A) cost X life as well, or B) not let the land untap? For example, "
,
, Pay X life: Destroy target artifact or creature with converted mana cost X. Great City of the Exxilons doesn’t untap during your next untap step." It would still hose 0-drops, but they are OP.
Would be x4 in most Vintage decks, since for the low cost of 3 life, you get to destroy a Mox per turn. I have no problem with this, though.
My major malfunction, is that to get this card off the ground and be printable, you need to make its controller lose so much life, that most people will hate the card. Plus, I don't know if a loss of 3 life, even is too small an amount. The ability to destroy an Elite Vanguard per turn is pretty strong...
What if I changed it to "
, Pay 2 life: Add
to your mana pool." and made it a mythic? I could also make it legendary to cut down on chaos and add a counter-measure.
