Also, the art looks like Rebecca Guay, but I can't be sure. I'll have to do the research when I'm making the card for reals, and the internet isn't as buggy.
First ability makes Serra Angels, but in a more blue-ish way. Second ability is just something white and blue can readily agree on (while not being a complete lock... you got to keep charging it up), and the third ability is just an extension of Feroz's Ban. There will be games that will just drag out because of it... but at least you know where you stand, as opposed to slowly losing to white-blue the normal way. (Also, I can't help but think it would be really funny to force a player in an EDH game to play without creatures.)
Man, timeshifted slots are weird. This is going to be a heck of a pull, compared to the guy who got a Barony Vampire.
Whoops. The card is missing it's power and toughness. It should be a 3/3 now.
Some minor tweaks. Funny how obvious the blue activation seems after the fact... took me a while to get there, though. Also, I changed the -X/-X because... well... there are few instances when a 2/3 creature becoming a 2/2 flyer matters. Better to press the issue.
Original Card: Leaping Lizard
Not much exciting here. This minotaur is a bit of an upgrade from Horned Turtle, but it seems an acceptable power level today. Just strong. Compare to Wavecrash Triton and Wall of Frost.
Original Card: Labyrinth Minotaur

We'll change to Dude's wording then. I'd rather not change the wording of the first line if I don't have to, since it's the exact wording on The Dark Barony.
But, oof, I did not notice what happens when mill comes up. In the middle of my 'CTRL-C + CTRL V', it didn't occur to me that this card says 'anywhere' on it. Upped the cost by
. I don't know if that's good enough, but I'm already afraid I hamstringed this too much for limited play...
I suggest "spell" rather than "card" too. Spells are the only things that are cast, after all.
I think either the second ability should be symmetric, or the first ability should be asymmetric. ("put into an opponent's graveyard", for example.) The inconsistency between the two is the problem to me.
Man this would be brutal to follow up with things like Memory Sluice or Glimpse the Unthinkable.
Huh, interesting. I didn't do that because of the whole "Wizards doesn't print a lot of cards nowadays that could randomly hurt you", like Goblin King. (I guess it's a little more confusing, too, but that doesn't bug me that much.) But I'll happily switch over if someone else agrees with Dude (or keep it as it is if more people prefer the way it is written.)

Original Card: The Dark Barony
So, two things. I'm not sure how to cost this card... I know I want it to be splashable, because this card follows a long line of cards like Nightmare that slowly warp new players into adding more and more black to their deck. I'm just guessing at a cost of 4, though.
Second, I figure 'cast two black cards' is about the best I'm going to get at 'Whenever chaos is rolled'. I kind of like how the card changes gears when facing down a mono-black deck as well. Gives the card some legs.
Yeah, the name being off did occur to me. Being Legendary fights that a little, but it isn't perfect. I've changed the names on other cards that fought type. Maybe 'Brink of Koskun Falls'? Does that change even make it more of an enchantment? Hmm.
The name makes this want badly to be a land. Also I agree with jm that this isn't black. Propaganda isn't even blue anymore, that's totally a white effect!
Koskun Falls is kind-of like a prototype for Propaganda. It isn't very black, though, so I made it more black by making it a kinda sorta double Hissing Miasma. I'm not a fan of making Homelands cards harder to maintain, but black really wants to sacrifice creatures. Tapping a creature is too middling to be a real drawback. It's possible that the card is overcosted now... but Hissing Miasma has close to 4 stars, and sacrificing a creature every turn isn't hard for some decks, so maybe not? At the very least, if you're racing your opponent, this can shut down the game.
Also, I needed to code this RB04X because there are too many black rares. All the other colors have rares that can be moved to uncommon, but black is just flush with Legends. Hmpf. Maybe I need to boot Veldrane and Irini out of black to make room? I guess I'll figure it out when all the cards are in the file.

I'm not sure what the Wizards staff is citing here... probably the design notes for Homelands... Either way, I thought it was interesting and helped add value to an otherwise odd card.That said, the text ran too long and I needed to condense it. Ah well. This is the original.
In the cold waters of a deep lake near Sursi lie three menhir stones stacked to form a doorway. If one were to pass through that doorway when the Mist Moon were full and there were snow on the ground, then one would find oneself shortly thereafter in the Koskun Mountains.
So it turns out that Wizards gave themselves a backdoor in and out of Ulgrotha, if they ever wanted to use it. Interesting.
Cute idea. In another set, I would have switched over to that.
Yeah, this really should be "can't be blocked by walls" from a flavour perspective, but that's not really a useful mechanic. It could have both abilities separately, but I'm not sure if that's better or worse (or too far from the original card)
Ah! I figured it out. You don't have to pay equip every turn. That's probably why I thought this was fair. May just make this cost
anyway.
