Heh. Fun on a commander, but kinda weird when you try to target Worldknit, or Bant, or Tahngarth, or I Know All, I See All...
Given the wording on Command Tower and Elite Arcanist I think this could just say

Unfortunately, wlframe, this Planeswalker does nothing unless there are two creatures on the battlfield. The first ability asks for two targets. The second ability requires you to activate the first ability at least once.
Maybe that's the point? Though, I must say that the majority of players don't understand targeting restrictions, so most people would play the card wrong, and that doesn't seem right, either. The easy work around is to say "Up to one target" twice... though, I admit, that looks rather awkward. I suppose another way of solving this is to remove the targeting, and just say "A creature you control may fight another creature." Though, I think a lot of people would take issue with that...
If only firebreathing were a keyword, right? There's so many variations on it.
