I agree with Link. I'd be fine with this at
for mythic, but not for 
. In the same way that I'd be fine with Disrupting Scepter, but not with one that cost

to cast. Yes, white decks can use Disrupting Scepter to get discard, but that doesn't mean there should be a white card that makes people discard. In the same way, yes, black decks can use colourless cards to get to shoot permanents, but there shouldn't be a black card that does it.
This card complicates matters slightly more by having the anti-colour-indicator. But still, I'd be much happier with this line of rules text on a card costing
than one costing
