Oh yay, Game of Thrones. There's a different GoT card game, but it works well as a magic set, the cards capture the flavour well (although as some other people point out, need to be tweaked a lot if they're supposed to match wizards current guidelines).
So the general rule is formulated that, in many cases (not all), a nonbasic land is balanced if its text box could appear on an artifact costing .
This text box, on the other hand, is rather better than Scepter of Insight and Trigon of Thought, which is another hint that this is a bit overpowered.
Mmmyah, this busts way through "Can it be an artifact costing " hint. :Draw a card is more like four or five - and this adds mana (albeit colourless), and is a hand size improver on the side.
How about making it let everyone draw a card? That might just plausible be balanced.
Um? Have you seen Desolate Lighthouse? This is... rather a lot better. (It's even strictly better than Reliquary Tower, which is already a staple in a lot of EDH decks.)
I tried playing in this area with Library of Atrapice, and in playtesting I found not only did I have to drive the cost up to but also had to make it sorcery speed. Otherwise it's just ridiculous.

Nope, the blue member of the Granite Shard cycle is Crystal Shard (which was a blue-ification of Erratic Portal in the same way Granite Shard was a red-ification of Rod of Ruin). However, the topic is drifting somewhat from this land now...

I could have sworn there was one that cost a lot of colourless, or one blue, to tap. In the Granite Shard cycle. But I can't find it.
Anyhow - yeah, this effect's just way too good to have available from turn 2.
Also, ooh, Prophetic Prism would make a great land.
Oh yes, there's always the Mikokoro, Center of the Sea approach.
wlframe may not know about the "artifact costing
