It's still very very good. But you're not likely to be able to make use of it until turn 4+ and only if you work at it... so yeah; give it a try like this.
Hmm, that's an interesting take on it. So it's... no longer strictly better than Reliquary Tower because it ETBs tapped and it's legendary. Fair enough. ETBT on a colourless-only land is fairly harsh, but entirely reasonable on something with this much potential card advantage.
And the "three or more blue creatures" restriction is a very interesting one. Yeah, I think the cost can plausibly be as low as two blue mana if you've got a restriction like that. Still very strong in any deck with blue creatures, but makes you jump through enough hoops that it's no longer broken.
This is still ridiculously powerful. Did you not read the above discussion? The card draw ability should cost at least four mana, and probably more like five or six.
