Um? Have you seen Desolate Lighthouse? This is... rather a lot better. (It's even strictly better than Reliquary Tower, which is already a staple in a lot of EDH decks.)

I tried playing in this area with Library of Atrapice, and in playtesting I found not only did I have to drive the cost up to {4} but also had to make it sorcery speed. Otherwise it's just ridiculous.

Mmmyah, this busts way through "Can it be an artifact costing {2}" hint. {u}{t}:Draw a card is more like four or five - and this adds mana (albeit colourless), and is a hand size improver on the side.

How about making it let everyone draw a card? That might just plausible be balanced.

Oh yes, there's always the Mikokoro, Center of the Sea approach.

wlframe may not know about the "artifact costing {2}" rule; basically, it stems from observing that the text boxes on Shimmering Grotto and Prismatic Lens are exactly the same, as are Adarkar Wastes and Talisman of Progress, and Selesnya Signet and Sungrass Prairie, and so on.

So the general rule is formulated that, in many cases (not all), a nonbasic land is balanced if its text box could appear on an artifact costing {2}.

This text box, on the other hand, is rather better than Scepter of Insight and Trigon of Thought, which is another hint that this is a bit overpowered.

I could have sworn there was one that cost a lot of colourless, or one blue, to tap. In the Granite Shard cycle. But I can't find it.

Anyhow - yeah, this effect's just way too good to have available from turn 2.

Also, ooh, Prophetic Prism would make a great land.

Nope, the blue member of the Granite Shard cycle is Crystal Shard (which was a blue-ification of Erratic Portal in the same way Granite Shard was a red-ification of Rod of Ruin). However, the topic is drifting somewhat from this land now...

This is still ridiculously powerful. Did you not read the above discussion? The card draw ability should cost at least four mana, and probably more like five or six.

Hmm, that's an interesting take on it. So it's... no longer strictly better than Reliquary Tower because it ETBs tapped and it's legendary. Fair enough. ETBT on a colourless-only land is fairly harsh, but entirely reasonable on something with this much potential card advantage.

And the "three or more blue creatures" restriction is a very interesting one. Yeah, I think the cost can plausibly be as low as two blue mana if you've got a restriction like that. Still very strong in any deck with blue creatures, but makes you jump through enough hoops that it's no longer broken.

Mmm. I'd suggest adding sorcery speed restriction; and maybe dropping the hand size improver unless it's core to the concept (just to make more room on the card)

It's still very very good. But you're not likely to be able to make use of it until turn 4+ and only if you work at it... so yeah; give it a try like this.

That's a lot better. Still way, way too good, though. I'd play this in monogreen or monoblue decks... and in fact I can imagine some monowhite or monored decks playing it.

Yeah, I'd kinda want this to replace everything except my first and second land drops in most decks. And (assuming a cycle) I'd be mildly worried about degenerate decks that run extra land drops and quickly filter down to a very tiny deck, that just incidentally has a tonne of lands in play.

Mind you, that also sounds like an awesome fun combo deck to try and build.

True. I'd play this every control deck I owned, regardless of color. In fact, the activation could come with the line "Sacrifice this land" and I'd still put it in a few control decks.
