Why do you say hard to cast? You can play it immediately if you need either either effect right now, or just wait until you can get a small benefit from both?
LOL. You're right, it always IS annoying, but much less so when I treated this as a one-off blitz, rather than an ongoing development; I was much less emotionally invested in each card being right, rather than being mostly balanced overall.
I'm still stubbornly designing commons which are original, simple, and don't have a mechanical link, and as you can see, it's already impossible, so maybe I should abandon the attempt, but I think it's still a worthwhile design exercise.
This card could probably go two ways: either as a "draw 2 cards, one from your library, one from your graveyard", which probably can be made common, or a "draw one card from every zone" which shouldn't be common.

Maybe this is too much for common, too, although I made sure the abilities were ones it was always nice to have, so the card wouldn't feel too situational.

Set skeleton says I should have one or two of these in blue. Well, I'm bored of putting them on commons so here's one on a land instead.
Flavour includes wacky gadgeteering as well as superpowers.
Not sure how these balance: it's normally slightly worse than "has flying". But if you time things right, you may be able to give multiple creatures flying at once -- hence flavour of spring-heels rather than wings.
Gadgeteer flavour is heavily "you have to tinker with it, but it's good when it works" :)
More variants on "draw 2 cards", draw them from all three different zones.
This seems such an obvious weaker-counterspell I wonder why it's not been printed. Is it too non-interactive? I debated tweaking the mana cost or the CMC necessary.
It's normally card/tempo advantage, but not ridiculously so.
What flavour do blue superhero sorceries have? Crazy impractical plans. What's the mechanism for unworkable plans? Crazy combinations of non-synergistic abilities. What's the easiest thing to put on a magic card? Crazy combinations of non-synergistic abilities! Win.
"target land becomes an island" is really, really boring. So lets put it as a rider on other spells, so it comes up sometimes and may matter, either because you coincidentally have islandwalk creatures, or because your opponent taps their mana wrong in response.
Also, we need more counterspell variants :)
Having a small flyer, I wanted a large flyer, and 4U 3/3 upside seems to be acceptable if not the most common blue common flier.
