Wacky! Nice idea. I don't think it needs to be any more expensive, since you're only borrowing the lands. It could perhaps be even less.
How about the enchantment version? "During your turn, you may tap lands other players control for mana, and those players can't tap lands for mana. At the beginning of your upkeep, untap all lands you don't control."
Grave Betrayal with -1/-1 counters, or a one-sided Endless Whispers. Looks good, and fun, and appropriately costed for a mythic.
Hmm. It costs more than Followed Footsteps or Progenitor Mimic. So I guess it's probably fine. Good card though.

Mmm, might be more simply templated as it gaining counters, and granting oozes +1/+1 for each counter it has.
Which goes crazy in a different way if you have more than one, mind you.
Originally was going to try and work the concept into a legend for EDH, but yeah keflexxx hit the nail on the head. I'm fine with that kind of bookkeeping showing up from time to time, but as a general, oy.
