There have been notorius color pie bleeds in the MXX Core sets without Maro leading them, such as Hornet Sting. I would say that Courtly Provocateur is a similar, but less egregious, bleed.
Lure is a traditional green mechanic (see also Golgari Decoy and Tangle Angler for recent examples, the latter of which had practically the same mechanic), and not only are these mechanics a natural flavor fit for blue (and providing both UR and UG overlap), core-set Courtly Provocateur drives the point home for me.
Blocker-forcing in green? Sure. But I'd have said the next colours after green would be red, then white. (Provoke, Master Warcraft etc.) I definitely wouldn't have expected to see it in blue.
On the other hand, if you're just really short of green-blue overlap mechanics, then eh, fair enough.
