I feel like this should be a Mythic Rare, but maybe that's just me.

There's precedent in Titania's Song, for what that's worth.
In this block, green is the one that animates artifacts - there's also Bestow Freedom and there's expected to be a green rare that does it too. Is that out of colour pie? Perhaps it's different from where the effect has been so far. But I'd argue it's very much in flavour for green's philosophy. Green is after all the colour of life. Green dislikes artifice, but blesses life wherever it finds it, no matter how icky that life might be, or how much of a distortion of the original natural order it might be. Just look at all the green Phyrexians in the Scars of Mirrodin block. So I say it's very much in green's philosophy to bring artifacts to life. (It's certainly green that gets to do that to lands, including artifact lands: Living Terrain and Lifespark Spellbomb and so on.) Think of it as green bringing out the natural potential for life inside the artificial construction.
Yeah, this is just placeholder flavour. It's meant to turn into an artificer once I do another flavour pass.
Why is this Green and not Blue? Seems out of color.
This feels more like an artificer than an advisor,both mechanically and flavor-wise.
The problem is that it's very unclear whether or not it lets a player choose two different colours. It probably does, but I'm not even sure.
Is it too problematical to have "up to two target creatures gain protection from a colour of their controllers' choice until end of turn" let a player choose two different colours?

OK, guess it needs to be "bottom of library" then. Sadly the "X can't be 0" treatment wouldn't really help.
Traumatize? Just don't run any 0-cost artifacts and you get to mill the entire library at once. I would make a point of adding a bunch more red sources to my favorite deck if it meant I would be able to do that for 1 mana.
put "Draw a card" on its own line like Wizards do
A "mini-game" card like Measure of Wickedness. Not very good as a topdeck, although perhaps if your creatures are things like Baron's Emissary...
My biggest fear with this card is that it can dig up a Lotus Bloom from your deck onto the battlefield for
. But Cascade does the same thing almost as cheaply, so we may be okay.
My second-biggest fear with this card is that it could be a Traumatize for
if your deck has one Ornithopter or Darksteel Citadel. Perhaps "graveyard" should be "exile", or "bottom of library in a random order"?

A version of Hallow / Awe Strike, with an alternative instead of the life gain because artifacts don't deal damage very often unless they're artifact creatures. I could just go with the life gain to keep the mirror.
It's a real pity this doesn't sensibly work on Pyrite Spellbomb, and doesn't work very effectively on Oscillation Sharpener.
The eternal question with prot-colour tricks is how to stop people using them on opponents' creatures to remove their beneficial auras. The usual approach is to let the creature's controller choose the colour that the creature gains protection from (which works on everything except Genju of the Realm). This makes it really hard to do a several-target version of that kind of spell, but I think this wording is a reasonable compromise.
