It doens't to me (it's the other) but yes, I can see that other people will also think it's unambiguously the first one.

Perhaps "As long as you control exactly two creatures, your other creature gains first strike UEOT" ?

Although the mess that was the "exalted" wording suggests maybe it's best to just avoid the issue of exactly two?

It seems ambiguous whether first strike is given to the target creature or the "one other creature."
