Considering the other mechanics this card made me expect the card named Kia’atoa Mourner to have enshrine - which would be a nice synergy with the ability to tutor them up from the bottom of the library.
My first instinct is to call this overcost, but it does quiet much over the course of a game and is a common.
There are certainly points in the late game, when you have the four useless mana in top-deck mode where you'll be happy to enshrine this, but that may be the same time when your opponent happily sacrifices excess land.
This card probably needs a lot of fine tuning and deliberation.
I'm a fan of this kind of multicolor design where you get an effect of color A unless an opponent chooses to suffer consequences from color B.
