Is this set digital only, because I don't know how to prove this to my opponent in paper without revealing a lot of nonpublic information.

You don't need the "Pay". It's implicit for mana in activation costs.

Could the second ability be also tribal? I. e. "Cards in your hands that are Scouts or have trek also have <foo>"?

EDIT: Actually, why not write that last onne as an activated ability?
