I will take away the tapping effect so that you can also attack, but with this card I was thinking that Pirates and Goblins both love treasure, so Shik Shak, Goblin Plunderer would combine both loves for treasure.
I changed the card so that you now discard as you draw.
Thank you for the advice, I have changed a few things based on what you said. Card is now mythic, no flashback, 8 cmc, and only counts the instants and sorceries cast next turn
There is some tension between this pumping its own power and toughness and having an activated ability that requires tapping - it cannot grow itself with the tutor and attack.
Just sitting around and tutoring for artifacts is also not quite the pirate thing to do.

Also "their owners' hands" if you talk about "all creatures". "its owner's hand" if you go with "each creature" instead.
I feel that's a little much potential card & board advantage out of an uncommon - you can totally turn around a game with this.
Trivia: Time Stretch used to be an extra turn spell with flashback, but it played in an obvious way if you could flash back the spall during your extra turn.
Outside of that... I feel the token creation shouldn't track two turns; either go all in on the (end of each/) the extra turn or create all the tokens at once with what you have at the time of casting this.
Definitely mythic level spell in case you are wondering.
