Definitely rare. The only comparable Humility-style effects I know of at common/uncommon are either single-target, until-end-of-turn, or Enchantment - Auras.

This is a white effect, though blue could do it, too.

Blue doesn't get pump that's this efficient, nor does any color get permanent pump that's this efficient.
