That change was proposed on the Rules Theory / Templating forum, where the Rules Team do look and join in discussions. I don't think they commented on that one. It's a very sensible idea if you're designing the game from scratch, but as a change to apply after 19 years of printing cards it's complicated.
Can we please just fix the comp rules for searching? Reveal if there's a condition to prove and shuffle always just seems like it should be included in the template.
There are always dominant cards in any Limited environment. At uncommon, this will be dominant, sure, but it won't show up every game, especially due to the slightly fiddly colour requirements.

You're right, it did use to be common - hence my mentioning rarity in my comment. But I believe RIYW changed the rarity shortly before your comment.

Well.... it does cost six, in double-red and green. Instantly destroying two critters may be fair.
But wow would this skew limited. "Go creatureless or go home" springs to mind.
