Whee! Mashup: the Gathering randomly selected this card on Multiverse, and now it's one half the inspiration for the card Weird Washer!
Oh, also, I like the fact that this card has a "generally used to kill Planeswakers" aside to it. It means it would be played in a number of decks that will be forced to make the most out of the card when there are no Planeswalkers hanging around.
It makes me a bit sad how similar I unintentionally made it, because now I feel like should find something original.

It depends on how you're thinking the sets will work. Sets with very few cards in a set are easier to design, but don't really make sense in Limited. If you're only wanting the set for Constructed purposes, then sure, go for it.
Mmm, it is very reminiscent of ol' 'Plasm. It's also very strong; like Debtors' Knell before it, although this does demand 4 mana per turn from you. I think this is fine, but the comparisons to Mimeoplasm are probably inevitable.
I want this to cost {1/2} and be kicked for {1/2}. Then both halves are attractive, but it seems costing is too good unkicked, and costing makes the kicker cheap enough people will be reluctant to ever play it without. But I'm not sure what the right balance is.

It would, and that's not a bridge that's been crossed yet. You could perhaps make it 1/2.
