Changed from 'choose one' to 'choose one or both', considered adding enchantment to what this card can counter.
It's possible this'll just confuse people by people thinking this reads "Counter target instant, sorcery or enchantment spell". I wonder if it should say that instead... on the other hand, that's more monoblue than
, so this way is better if you just want gold cards.
Another alternative, possibly more suited to uncommon than common: "Choose one or both", like Fissure Vent or Soul Manipulation.

Obzedat's Aid + Memory Plunder
(White can reanimate any permanent from its graveyard, blue steals permanents, black steals creatures from opponents graveyard, blue+black can both steal instant or sorceries. Spelltwine shows blue can recast instant/sorceries in its graveyard.)
Currently CC is 5 although it could be dropped four if it needs to be pushed. While W+U could theoretically do this the effect feels black enough to make it three coloured.

Ub Sorcery bounce a nonland card and make discard a card. I'm surprised this doesn't already exist. (maybe make it a split card with fuse instead.).
I'll bump it up to rare them. I'm unsure how powerful it is since if your opponent plays lands and spells pre-combat its just a four mana fog. And it won't gain you significant tempo since it costs you four mana. While it can do powerful things I don't think it usually will. (Moonhold exists.)

I was unclear and have edited the summary. What I meant was playing +3 colours in limited. (In constructed lands are the only actual limitation.)
Colorless artifacts are supposed to enable limited players in limited to splash a third/fourth/fifth colour by enabling heavy artifact decks which are less effected by drawing lands of the wrong color.

Just a pity that Blightning doesn't keep up the two-and-two theme, or it'd be a perfect reversal of this.
