"Ripple"? Nope, that's also already a mechanic.
How about, "When you cast ~, reveal the top card of your library. If it's a nonland card with CMC greater than ~'s, you may cast it without paying its mana cost. Otherwise, put it on the bottom of your library." I'm trying to think of a name for that, something along the lines of "Awaken"... but that's already a mechanic.
Odd, since Cascade technically is big events spill into smaller events. I suppose that's fine. I do wonder, however, if there's a reasonable way to make a 'reverse cascade'. Obviously, not by doing the obvious thing. :p
Maybe by paying some sort of 'Reverse Cascade' cost? I hear that 60% of all Magic keywords are just something pretending not to be kicker...

Also, Morph, Delve, and Rebound were all returning.
This is a cycle starting with Swans of Lórien. Also, the name fits the flavor of Moria's fall better.
It fits the idea of little actions triggering big events, i.e. Boromir throwing a stone into the lake awakes the Watcher in the Water and Pippin dropping something into a well alerts the Orcs to the company's presence.
I am putting a bit more draw in white to support lore, and as Link said, white creatures cantrip at uncommon, so I've put a bit of draw at common to push the archetype a bit.

Jmgariepy's got a good point, in that there's more space in instant-speed effects than static ones.
I'm cool with cards like Boromir's Call. I think there's a good niche going on here... especially with activated abilities that only operate while Valor is turned on (for example, a 1/1 for with Valor--Prodigal Pyromancer.)
But this card seems like the exact wrong card to stick valor on. It's cute... but at the end of the day, it turns 2 words into 15 word for no real reason. Valor isn't even a keyword for other cards to trigger off of. In the end, a card like this only gives people an excuse to trash an otherwise reasonable mechanic.
Looking at this again, it's actually got very finite design space. After all, how many abilities matter on creatures outside of the combat step anyway? This one is a great example, because it being conditional literally never matters.
How does cascade tie into LotR?
White gets cantrip creatures — Wall of Omens and Orator of Ojutai spring to mind.
As with Absolute Authority, this wants a default effect because it's too unreliable otherwise. How about base +1/+1, hexproof, lore can't be blocked?
Countermand says this can possibly be a reprint without requiring . If you include it, aesthetics mean you're almost certainly going to want to put in a full cycle, because a single such cards sticks out like a sore thumb.
You don't need a returning mechanic per set. It's usually one per block. Cascade seems like a really strange choice, too.
This really doesn't need to be an instant. Are there enough lore effects at instant speed to justify it?
This is over the curve for blue cf. Ancient Carp. Does it really need the extra point of toughness?
This needs a basic effect. How about
"Enchanted creature has first strike" and Restrain +2+2 if legendary?
I'm not sure the "draw a card" part is white. If you need a white draw effect at common, some small cantrip in the style of Defiant Strike, Angelic Gift or Pressure Point would do a better in-color job.
An ability word based off of a keyword? Hmmm.
Wouldn't Rebuke work fine for this flavor?
