Yeah, I think so. It has the slightly odd consequence that disenchanting this doesn't make the targets stop being legendary, though it does remove the +1/+1. You'd need to use Fate Transfer or similar to stop them being legendary.
An alternate wording would be:
> When Council of Elrond enters the battlefield, put a fellowship counter on up to nine target creatures you control with different names.
Creatures with a fellowship counter on them are legendary.
Legendary creatures you control get +1/+1 and have hexproof.
Does this wording work?
With 15 cards to go, how's the set looking? Any cards that are still big problems? Cards that are cool that I should support a little more as "build-around-me" cards?
Interesting. Oddly, I would expect to see this in blue, but it does make sense in red.
