  Looks about right to me. At 6 mana you can get "whenever you cast a spell, draw a card" with certain restrictions - Recycle / Null Profusion, Future Sight, Soul of the Harvest / Primordial Sage. An upfront cost of 3 followed by a recurring cost of 2 seems okay.

  Not really. Both of these are common effects. For what it does, it's already above the curve, but I'd only recommend moving it to uncommon.
